The first, and crucial stage in Saul’s war against his most formidable enemy, the Philistines, was his expulsion of their oppressive military presence in the central hill country. Saul was, in effect, the commander of a militia comprised of three units posted at key points in this sensitive area (see 1 Sam 13:2).
